The State Duma of the Russian Federation denounced the European Convention against Torture

The State Duma of Russia has passed a law on the denunciation of the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment. This initiative, submitted for consideration by President Vladimir Putin, formalizes the country’s withdrawal from one of the Council of Europe’s key human rights agreements.

This step is a continuation of the process of completely severing legal ties with European institutions. The denunciation of the convention, signed by Russia in 1996, terminates the operation of international control mechanisms in this area on the territory of the Russian Federation.

At the same time, the parliament states that the refusal to adhere to the document will not weaken the protection of citizens’ rights, as, according to them, all the necessary guarantees against torture and degrading treatment are already enshrined in national legislation. The decision applies to both the 1987 convention itself and its two protocols.
