The European Union condemned Russia’s attempts to return to the governing body of the International Civil Aviation Organization (ICAO), from which it was excluded in 2022 due to its full-scale invasion of Ukraine.

On Tuesday, the ICAO assembly began in Montreal, where 193 member countries will elect 36 members of its governing body.
Currently, the Kremlin is promoting its candidacy, presenting itself as the “largest aviation power with a civil aviation history spanning over a hundred years”. The EU is opposing this.
“It is unacceptable for a state that endangers the safety of air passengers and violates international rules to occupy a place in the governing body of an organization whose task is to ensure these very rules,” said European Commission spokesperson Anna-Kaisa Itkonen.
Dariusz Jonski, a European Parliament member and part of the delegation of MEPs representing the EU at the assembly, called Russia’s candidacy “incompatible with ICAO’s authority”.
“These duties cannot be performed by a state that systematically violates international law, undermines international security, and ignores the very principles on which ICAO was founded,” he said.
At the previous International Civil Aviation Organization assembly in 2022, Russia’s candidacy for the governing council received 80 votes – just six short of what it needed.
